The Program of the International Seminar on Fake News and Elections, to be realized by the Superior Electoral Court (TSE) on May 16th and 17th, is available for access on the hotsite created for the event’s divulgation, which will gather some of the brightest specialists on the theme. Registration for the seminar can already be made through the webpage.
The official opening of the seminar will occur on Thursday 16th, at 7pm, by the president of TSE, Justice Rosa Weber. Will also attend to the opening table the Acting Head of the Delegation of the European Union to Brazil, Minister Claudia Gintersdorfer, the Minister of Justice and Public Security, Sérgio Moro, the Electoral Attorney-General of the Republic, Raquel Dodge and the President of the National Council of the Brazilian Bar Association (OAB), Felipe Santa Cruz.
Next, the General Secretary of the European Federation of Journalists (EFJ), Ricardo Gutiérrez, will provide a Magna Lecture that will officially open the seminar. The event will assemble different representatives from Facebook, Google, Twitter and Whatssap; specialists from the Federal Bureau of Investigation (FBI), from the Federal Police and from the Judiciary Power; moreover, there will be representatives from the press, from universities and from national and international fact checking institutes, amongst others.
The seminar is a TSE realization with support from the European Union and has the goal of debating the implications of the fake news dissemination and its effects on the electoral process and on the society. The idea is to discuss strategies for avoiding and minimizing the divulgation of fake news during the Regional Elections of 2020, taking into account the experience acquired during the last elections, in 2018.
All the panels will be held on Friday 17th, starting 9am. Each participant will have 15 minutes for exposing their ideas and share information, experiences and knowledge.
The first panel will address the “Electoral Law and the Limits on Advertising” issue. Mediated by the former Minister of Public Security, Raul Jungmann, the exhibitions will be made by the following speakers: the Former Justice of the Superior Electoral Court and currently President of the Brazilian Institute of Electoral Law (IBRADE), Henrique Neves; the Digital Marketing Consultant, Marcelo Vitorino; the Coordinator of the MackEleições Group and Professor of Electoral Law at FGVLaw and Mackenzie, Diogo Rais; and the Coordinator of the Extension Course on Electronic Law at the School of Magistracy of the State of Rio de Janeiro, Walter Capanema.
At 10:30am, the Special Advisor for the Presidency of TSE Rogério Galloro, who is also a Member of the Executive Committee of INTERPOL, will coordinate the panel “Elections and Fake News Around the World”, with the participation of the Executive Director of the IDEA Big Data, Maurício Moura; the Director of the Department of Electoral Cooperation and Observation of the OAS, Gerardo de Icaza; the Project Coordinator – Democracy and Technology of ITS RIO, Marco Konopacki; and a FBI representative.
After a lunch break, the program will return at 1:30pm, with the panel “Freedom of Speech X Defamation”, that will be mediated by the Director of the Electoral Judiciary School of TSE, Flávio Pansieri, and the following speakers: the Attorney-General of the Republic - Coordinator for the Criminal Area of the Federal Public Prosecution (MPF), Raquel Branquinho; the Chief Police Officer of the Federal Police, Flúvio Garcia; the Attorney-General at the State of Rio de Janeiro, Gustavo Binenbojm; and the President of the “Palavra Aberta” Institute, Patrícia Blanco.
Then, at 3pm, will take part in the panel “Tools for Tackling Fake News” the Head of Government Relations for Google in Brazil, Marcelo Lacerda; the President of the Brazilian Association of Investigative Journalism (ABRAJI), Daniel Bramatti; the Coordinator of Data Science and Researcher at Getúlio Vargas Foundation (FGV), Danilo Carvalho; the Director of Business and Strategy of Agency Lupa, Gilberto Scofield Jr., and the Journalist at the independent organization Maldita.es, Adrés Jiménez. The debates will be mediated by the former Minister of State Head of the Institutional Security Office of the Presidency of the Republic, Sérgio Etchegoyen.
The last theme to be debated on the seminar, “Social Media in the Electoral Outlook”, will be mediated by the Electoral Vice-Attorney-General, Humberto Jacques, having as speakers the Public Policy Manager at WhatsApp, Ben Supple; Public Policy Manager at Facebook in Brazil, Mônica Rosina; Head of Public Policy and Government at Twitter, Fernando Galo; and the Executive Coordinator at “Projeto Credibilidade”, Angela Pimenta. The panel is scheduled for 5:30pm.
The closing remarks will be in charge of the Special Advisor for the Presidency of TSE Rogério Galloro, one of the responsible for the event’s organization.
The registration of press professionals will be held between April 22nd and May 10th. The registers will only be accepted if the press professionals are representing communication vehicles properly registered on the National Register of Legal Persons (CNPJ).
