This Thursday night (22th), the President of the Superior Electoral Court (TSE), Justice Luiz Fux, installed Justice Tarcisio Vieira de Carvalho Neto as the new director of TSE’s Electoral Judiciary School (EJE/TSE). At the occasion, Fux saluted the colleague in his new mission and stated the importance of EJE’s acting on the education of conscious citizens and on the consolidation of the democracy. Tarcisio Vieira de Carvalho Neto’s historic as a scholar of Law and as a writer of books on Electoral Law was valued by the president of the House as an advantage that enables him even more for the role that he will come to play.
“I am delighted for having indicated Justice Tarcisio Vieira de Carvalho Neto to be the director of EJE in the sense that Your Excellence has exactly that academic spindle, the spindle of a teacher. And I remember that Ruy Barbosa affirmed that, ‘in the order of sacredness, education comes only below prayer.’ Our mission here is, actually, a priestly mission. The greatest patrimony of humanity will not be to have something, but to be something. It will be, above all, knowledge. So, your proposal is to contribute for the future of our generations exactly in this domain of knowledge,” he said when installing him.
EJE’s projects that associates education with democracy and citizenship, perfecting them and their institutes, will be denominated “crown jewels” by Luiz Fux. The Justice highlighted that the institution has been establishing partnerships with foreigner and national entities, like the Brazilian Bar Association (OAB), for the accomplishment of initiatives like the education of the basic fundamental rights for children and the education of the future politicians, amongst others. “That is important because a child must have, since birth, if possible, the idea that all of us are equal before the Law. It has to know that its house is an inviolable asylum. Thus, it can very well warn a hasty authority to present a warrant in order to enter that house,” he exemplified.
TSE’s president revealed yet that the intention to promote the “Electoral Caravans”, so that buses can take authorities of the Electoral Justice to local communities to discuss their problems and provide many services, like the biometric relisting.

When being installed, Tarcisio Vieira highlighted four projects that the Electoral Judiciary School is conducting: The Academy of Democracy; Politicians of the Future; Legal Inclusion and Itinerant Justice, also called “Electoral Caravans”, like symbols of constructive continuity of the previous 13 administrations that conducted the institution. “The 13 directors, notable figures that had the knowledge and competence to, little by little, give shape to a majestic and grand project, without any hiatus, without any dissolution of continuity, in a real relay race, in a perfect harmony,” he remembered.
For him, EJE’s role does not revolve solely around promoting the update and continuous education of the magistrates, members of the Department of Justice, lawyers, civil servers of the Electoral Justice; or enabling the measures to stimulate study, discussion, scientific search in the electoral subject. Justice Tarcísio defends that the School also has the mission of promoting actions of social responsibility and the citizenship’s education. “The idea is to transform the EJE, in fact, improve it, so that it will be a vector for the production of legal reflections around democracy and the themes that affect it,” he explained.
