Minister Dias Toffoli Participated in the 6th Iberian-American Conference on the Electoral Court System

The President of the Superior Electoral Court (TSE), Minister Dias Toffoli, accompanied by the Advisor for International Affairs of the Electoral Court, Tarcísio Costa, participated in the 6th Iberian-American Conference on the Electoral Court System, in Mexico. The subject of the event, which took place on August 27, 28 and 29, was “The Electoral Court System as guarantee of integrity of the elections”, promoted by the International Institute for Democracy and Electoral Assistance (Idea-International), together with the Electoral Court of the Judicial Branch of the Federation of Mexico (TEPJF).

The three general goals of the event were: to highlight the role of the electoral jurisdictional agencies concerning integrity of electoral processes, to strengthen the electoral jurisdictional duty in Latin America and to emphasize the importance of cooperation between agencies of the Electoral Court System. In addition to such goals, specific goals were also set forth for the 6th Conference, such as setting forth a concept of integrity in electoral processes; guiding the works of the Conference and their materials for creating a workshop concerning the Electoral Court System with three pillars (legislation, type of organization and precedents); and highlighting the importance of transparency and possibilities for strengthening it in the scope of agencies of the Electoral Court System, among others.

The President of TSE participated in the panel “Transparency in the Electoral Court System processes and results”, which took place on August 28. Together with him, Salvador Nava Gomar, Judge of the Electoral Court of the Judicial Branch of the Federation of Mexico, Juan José Núñes Calderón, President of the Supreme Court of Justice of Venezuela, Mabel Féliz Báez, Judge of the Supreme Electoral Court of the Dominican Republic, Jesús Ulises Rivas Sánchez, Judge of the Supreme Electoral Court of El Salvador, and Pablo J. Rivera-Rosario, Executive Assistant of the President of the State Elections Commission of Puerto Rico also participated in the discussion.

The agenda of the Conference also included the following subjects: “Contributions of the Electoral Court System and the protection of political rights of vulnerable groups”, “Contributions of the Electoral Court System concerning gender equality”, “Strengthened jurisdictional duty: internal and external actions” and “Prevention of election-related disputes: advisory opinions and culture of legality”.

The Iberian-American Conference on the Electoral Court System is annually organized since 2009, and it became both an institutional and academic space for reflection, analysis and exchange of expertise and knowledge, solely focused on matters concerning the Electoral Court System. Experts, judges and members of electoral organisms of the entire Latin America, who act in the Electoral Court System area, participate in the event. In the last five editions, several matters relevant for the region were analyzed in the scope of the Conference, and there was also exchange of expertise useful for the countries and institutions that were invited.

As agreed in Cancún, Brazil will host the VIII edition of the Iberian-Americana Conference, to be held in 2016.
