2014 Elections: TSE begins the System Digital Signing and Sealing Ceremony

The Digital Signing and Sealing Ceremony of the Electoral Systems that will be used in the elections of October lasted from August 26 to September 4. The event was open to the public and consists of the presentation of programs to be used in the 2014 Elections, in their final versions, to the representatives of the political parties, coalitions, the Brazilian Bar Association (OAB) and the Prosecution Office (MP). The programs were tested, sealed and digitally signed in a specific environment controlled by TSE.

The Secretary of the Information Technology Department of TSE, Giuseppe Dutra Janino, explained: “What happens is what we may call shielding of all programs that will be used in the electoral automated solution, with two main characteristics: software source and integrity”. According to him, such action makes sure that if the software operates in the electronic voting machine, it underwent the reading of digital signatures, which is carried out when the voting machine is activated, evidencing that they are programs from TSE and that they are completely authentic.

The Federal Prosecution Office (MPF) and the following political parties enrolled themselves for participating in the ceremony and digitally signing the systems: Partido Democrático Trabalhista (PDT), Partido Solidariedade (SD), Partido da Social Democracia Brasileira (PSDB), Partido Trabalhista Brasileiro (PTB), Partido Trabalhista Nacional (PTN), Partido Social Democrático (PSD) and Partido Social Democrata Cristão (PSDC).

Analysis of Programs

The programs were submitted for analysis as source programs and executable programs, while the private keys and access passwords were kept confidential by the Electoral Court System. According to Resolution no. 23,397, the following systems and programs were inspected, audited, digitally signed, sealed and verified: Electronic Voting Machine Data, Application and Interface Manager, Preparation, Management, Conveyor, JE-Connect, Voting Machine File Receiver, Voting, Electoral Justification, Assessment, utilities and operational systems of the voting machines, safety, and standard and special libraries.

On the last day, the file containing hash was digitally signed by the President of TSE, Minister Dias Toffoli, and by the other authorities present. Afterwards, the said hash was delivered to representatives of the entities attending the ceremony and published in TSE web portal. In turn, the files concerning source programs, executable programs, fixed files of the systems, files of digital signature, public keys and hash of the systems and of the signature and verification programs submitted by the entities were recorded in non-rewritable media and subsequently packaged in a sealed case, signed by all attending members, and stored in the safe of the Information Technology Department of TSE (STI/TSE).

System Development and Verification

Within 6 months before the elections first round, the political parties, the Brazilian Bar Association and the Prosecution Office may follow up the specification and development phases of the systems in TSE, and, should there be any doubts and technical questioning during the process, they may also request analyses and answers to the Information Technology Department (STI/TSE), which will provide reply prior to the beginning of the System Digital Signing and Sealing Ceremony, except for answers to requests formalized within 10 days prior to such ceremony, which must be answered, if possible, during the ceremony, notwithstanding the right to term extension due to complexity of the matter.

The verification of the digital signature and hash may be carried out during the System Digital Signing and Sealing Ceremony, when verification of the Electronic Voting Machine Data, Application and Interface Managing System and the Installation and Safety Subsystem installed in equipment of the Electoral Court System (JE) is made. The verification may also be made during the contents phase of the voting machines and as from 48 hours prior to the beginning of voting until the moment preceding the formalization of the Conveyance System. The Preparation, Management and Voting Machine File Receiver Systems installed in equipment of the Electoral Court System may also be verified, in TSE, as from 48 hours prior to the beginning of voting until the moment preceding the formalization of the Counting Management System.
